ABSTRACT The number of motor vehicles quite rapidly, especially in large cities which have impact on the level of traffic congestion in urban areas. Congestion is often found on almost every street, especially at rush hours, the other is due to increased air pollution and traffic accidents. In order to reduce the negative impact on the environment and to maintain the security and safety of motorists, it is necessary to test motor vehicles carefully and carried out by professional staff accordingly. In Law No. 22 Year 2009 regarding Traffic and Road Transportation Article 53 states that regular testing is required to access public transportation, buses cars, freight cars, trailer, and trains operated patch on the road. Periodic testing and inspection activities are including physical testing of motor vehicles, and validation test results. The examination and physical testing of motor vehicles can be carried out by the implementing unit testing regency /municipal government, implementing unit sole agent who received permission from the government, private testing or implementing unit that getting permission from Government. The vehicles which are not roadworthy and do not meet the requirements of the test, should be banned from operating in the street. Vehicles that are not roadworthy may endanger the safety, disruption of traffic on the road and can cause environmental pollution. Therefore, the implementation of periodic test vehicles should be used as one element of a counterforce or "countervailing power" negative impact that can be caused by technological advances in the transport sector, especially motor vehicles, In fact the implementation of periodic testing of motor vehicles nowdays tend to ingbore, the safety factor and local revenue into its main target. Therefore, in order to improve the performance quality of the unit testing of motor vehicles, accreditation is necessary. This study aims to determine the criteria for the performance assessment of Periodic Motor Vehicle Testing Unit in order to support the unit accreditation in Indonesia. Based on the observations, and interviews with the operators users of UPKB, and the Stakeholder also from many literature studies and policy analysis related to acquire UPKB performance assessment criteria based on the two standards are technical standards of UPKB and Service Standards of UPKB. Technical Standards of UPKB given a weighting of 70%, with a maximum value of 500, and Standard Service assigned a weighting of 30% with a maximum value of 1000. The weights for technical standards is greater, since the condition of technical standards is crucial. If there are deviations in the technical standards, the testing service can not be performed optimal.ABSTRAK Perkembangan jumlah kendaraan bermotor yang cukup pesat khususnya di kota-kota besar berdampak terhadap kepadatan lalu lintas setiap harinya di perkotaan. Kemacetan seringkali dijumpai pada hampir setiap ruas jalan terutama pada jam-jam sibuk, akibat lainnya adalah meningkatnya polusi udara dan kecelakaan lalu lintas. Guna mengurangi dampak negatif terhadap lingkungan dan guna menjaga keamanan dan keselamatan pengguna kendaraan bermotor, maka perlu dilakukan pengujian kendaraan bermotor secara cermat dan dilakukan oleh tenaga yang profesional sesuai ketentuan. Dalam Undang-undang No. 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan Pasal 53 disebutkan bahwa pengujian berkala diwajibkan untuk mobil penumpang umum, mobil bus, mobil barang, kereta gandengan, dan kereta tempelan yang dioperasikan di jalan. Pengujian berkala meliputi kegiatan pemeriksaan dan pengujian fisik kendaraan bermotor, dan pengesahan hasil uji. Kegiatan pemeriksaan dan pengujian fisik kendaraan bermotor tersebut dapat dilaksanakan oleh unit pelaksana pengujian Pemerintah Kabupaten/Kota, unit pelaksana agen tunggal pemegang merk yang mendapat izin dari Pemerintah, atau unit pelaksana pengujian swasta yang mendapatkan izin dari Pemerintah. Kendaraan bermotor yang tidak laik jalan dan tidak memenuhi persyaratan uji, seharusnya dilarang beroperasi di jalan. Kendaraan yang tidak laik jalan dapat membahayakan keselamatan, mengganggu kelancaran lalu lintas di jalan serta dapat menyebabkan pencemaran lingkungan. Oleh karena itu pelaksanaan uji berkala kendaraan bermotor semestinya dapat dijadikan salah satu unsur kekuatan penyeimbang atau “countervailing power” dampak negatif yang dapat ditimbulkan oleh kemajuan teknologi di sektor transportasi khususnya kendaraan bermotor, Oleh karena itu guna meningkatkan kualitas kinerja unit pengujian kendaraan bermotor perlu dilakukan akreditasi. Penelitian ini bertujuan untuk menentukan kriteria penilaian kinerja terhadap Unit Pengujian Berkala Kendaraan Bermotor (UPKB) dalam rangka mendukung akreditasi UPKB di Indonesia. Berdasarkan observasi, wawancara dengan operator, pengguna UPKB, dan stakeholder serta study literature dan analisis kebijakan terkait, diperoleh kriteria penilaian kinerja UPKB berdasarkan pada dua standard yaitu standar teknis UPKB dan standar pelayanan UPKB. Standar Teknis UPKB diberi bobot 70%, dengan maksimum nilai 500, dan Standar Pelayanan diberi bobot 30% dengan nilai maksimum 1000. Bobot untuk standar teknis lebih besar, karena kondisi standar teknis ini sangat menentukan. Apabila terjadi penyimpangan dalam standar teknis, maka pelayanan pengujian tidak dapat dilakukan dengan optimal.
