ABSTRAK
Inaportnet is an open and neutral electronic portal to facilitate the exchange of data and information
on port services in a fast, safe, neutral and easy way that is integrated with relevant government agencies,
port business organization and logistics industry players to improve better port competitiveness globally.
At Gresik Port, the implementation of Inaportenet operational is still in the process of transitioning from
manual to Inaportnet. The purpose of this research is to find out the transition process and what obstacles
occur during the transition process.
The method used by researchers in this research is descriptive qualitative method. This reearch
contains a speakers description and documentation. Data collection used is the collection of primary and
secondary data. The process of collecting data through an approach to the object under research uses
observation, interviews, literature studies, and questionnaires. The researcher also uses direct and
indirect observation.
There are several obstacles experienced by service users in ship service activities through the
Inaportnet system. First, there are still manual payments for PNBP (vts, signs, and dangerous goods),
service users factors is lack of understanding of Inaportnet. In addition, there is a lack of updates to
computer devices. Use of Inaportnet often got error systems. The effort that can be done is doing an
update so that PNBP payments can also be online, carry out training and socialization on Inaportnet
filling, update computer devices and doing evaluate and upgrade the Inaportnet application.
