Semenjak diberlakukannya International Safety Management Code pada
tanggal 1 Juli 1998 yang diadopsi oleh International Maritime Organization
melalui resolusi A.741(18). Banyak pihak dari perusahaan pelayaran ataupun bagi
yang terlibat dalam pengopersian kapal berharap bahwa setelah diberlakukannya
International Safety Management Code ini dapat dicapai keselamatan kerja bagi
seluruh crew yang ada diatas kapal. Kecelakaan kerja yang terjadi di MV. KT 05
diperkirakan sebagian besar dipengaruhi oleh faktor human error (meskipun tidak
ada angka akurat). Praktek sehari-hari terlihat bahwa ABK belum sepenuhnya
mematuhi norma keselamatan kerja terutama dari faktor keengganan memakai alat
keselamatan yang benar. Keadaan ini lebih memprihatinkan ketika para perwira
juga kurang melakukan pengawasan dan pembinaan.
Penelitian ini bertujuan untuk mengetahui rendahnya kedisiplinan ABK
dalam menggunakan alat-alat keselamatan kerja dan untuk mengetahui rendahnya
tingkat pengawasan terhadap ABK dalam menggunakan alat-alat keselamatan
kerja di atas kapal. Jenis penelitian adalah deskriptif kualitatif. Adapun metode
pengumpulan data yang digunakan yaitu observasi, wawancara, studi pustaka dan
studi dokumentasi. Memakan waktu kurang lebih 12 bulan.
Hasil penelitian menunjukan bahwa faktor penyebab rendahnya
kedisiplinan ABK karena alat pelindung diri belum memenuhi spesifikasi,
sebagian tidak nyaman saat dipakai dan mudah rusak. Untuk faktor penyebab
rendahnya pengawasan yang dilakukan perwira yaitu para perwira kurang cermat
dalam membagi kesibukan dan kegiatan lainnya sehingga peran pengawasan
terhadap ABK terbengkalai. Pada akhir skripsi ini penulis mengajukan usul untuk
mengatasi rendahnya kedisiplinan ABK hendaknya pihak pemilik kapal atau
operator mengadakan peremajaan atau hendaknya perusahaan mengganti alat
pelindung diri yang sesuai spesifikasi seperti nyaman dipakai, tidak mengganggu
pelaksanaan saat dipakai dan benar-benar dapat memberikan perlindungan
terhadap bahaya. Untuk mengatasi rendahnya pengawasan terhadap ABK penulis
mengusulkan seyogyanya, management level di MV. KT 05 (C/O) lebih cermat
membagi kesibukan dan kegiatan lainnya, agar peran pengawasan tidak terganggu
dengan kegiatan lain.

Following enforcement of the International Safety Management Code on
July, 1st 1998 that adoption by International Maritime Organization passed trough
the resolution A.741(18). There are many side from shipping company or the side
that mixed up with ship operation expected after enacted International Safety
Management Code can reach safety working for all crew on board. Most of the
work accident that happened on MV. KT 05 caused by human error (although
there was no accurate numeral). In the daily practice, we knew that ABK did not
obey the norm of safety working, especially from the factor of reluctance for
using safety equipment corectly. This situation was very apprehensive when the
officer less to did of supervision.
The aim of this research is to determine the low of ABK discipline in the
using of safety working equipment and to determine the low of supervision level
toward ABK in using safety equipment on board. The kind of this research was
descriptive of qualitative. There was data collection method that was used, such as
observation, interview, study of divining manual, and study of documentation.
The writer needed twelve month to do this research.
This result indicate that the low agent factor of ABK discipline because
APD did not fulfill the spesification. There was a part did not comfort when used
it, and easy to broken. For the low agent factor of supervision that was done by
the brave. They did not precise in the dividing of bustle and another activity so
that the actor of supervision toward ABK was neglected. In the end of final
project, the writer estimated a suggestion to resolve the low of ABK discipline.
The side the owner ship or operator should give rejunevation or the company
should change APD based on specification, such as comfort of using, did not
disturb the realization when was used, and can give protection toward the danger
seriously. To resolve the low supervision toward ABK, the writter gave
suggestion that management level in MV. KT 05 (C/O) should have been precise
to divide their bustle and another activity, so that the actor of supervision was not
disturbed with another activity.
