Transportasi memegang peranan penting dalam perekonomian dunia, salah satunya adalah angkutan laut. Angkutan laut tidak terlepas dari keadaan darurat yang mungkin timbul. Hal ini ditanggapi serius oleh IMO dengan menerbitkan peraturan menyangkut latihan keadaan darurat yaitu SOLAS 1974 Chapter III- Life Saving Appliances and Arrangements Part B Section I – Passanger Ships And Cargo Ships Regulation 19-Emmergency Training And Drills. Maka dengan dasar ini penyusun telah selesai menyusun skripsi dengan judul “Analisis kegagalan latihan keadaan darurat di MV Federal Kibune pada saat port state control inspection” dengan permasalahan antara lain mengapa terjadi kegagalan latihan keadaan darurat di MV Federal Kibune pada saat Port State Control Inspection dan bagaimanakah cara yang dilakukan crew kapal MV Federal Kibune dalam mengatasi kegagalan latihan keadaan darurat pada saat Port State Control Inspection.
Metode yang digunakan dalam penelitian ini adalah metode kualitatif yang menghasilkan data deskriptif berupa kata-kata tertulis dari orang-orang dan perilaku yang diamati. Dalam hal ini mengumpulkan data berupa pendekatan terhadap objek melalui observasi ,serta menggunakan data-data yang berhubungan dengan kegagalan latihan keadaan darurat di atas kapal yang berkaitan dengan Port State Control Inspection.
Berdasarkan hasil penelitian, Penyusun menemukan penyebab terjadinya kegagalan latihan keadaan darurat di atas kapal pada saat Port State Control Inspection dan juga mengenai tindakan untuk mengatasi kegagalan latihan keadaan darurat pada saat Port State Control Inspection sehingga dapat disimpulkan bahwa pelaksanaan latihan keadaan darurat di atas kapal harus sesuai dengan ketentuan yang diterapkan yakni sesuai SOLAS 1974 Chapter III- Life Saving Appliances and Arrangements Part B Section I – Passanger Ships And Cargo Ships Regulation 19-Emmergency Training And Drills dan juga kesadaran dari setiap crew kapal terhadap tugasnya masing-masing serta keseriusan crew kapal saat latihan keadaan darurat mutlak dibutuhkan demi terwujudnya latihan keadaan darurat yang berjalan optimal di atas kapal pada saat Port State Control Inspection sehingga kapal terhindar dari deficiency dan penahanan. Dengan adanya kesadaran akan tanggung jawab dalam melaksanakan latihan keadaan darurat maka permasalahan dalam kegagalan latihan keadaan darurat di atas kapal pada saat Port State Control Inspection dapat dihindari, sehingga pelaksanaan latihan keadaan darurat berjalan dengan baik dan benar.

Transportation is an important role in the world economy, one of them is sea transportation. Sea transportation, can not be separated from a state of emergency that might arise. It is taken seriously by the IMO by issuing regulations regarding the exercise of emergency, namely SOLAS 1974 The Chapter III-Life Saving Appliances and Arrangements Part B Section I – Passanger Ships And Cargo Ships Regulation 19-Emmergency Training And Drills. So on this basis the author has finished writing his research entitled "The Failure of The Emergency Drills On MV Federal Kibune during Port State Control Inspection" with problems among others, why failure occurs of the emergency drills on MV Federal Kibune at the time of Port State Control Inspection and how do the manner that is done by crew of MV Federal Kibune in addressing the failure of the emergency drills at the time of Port State Control Inspection.
The method used in this study is qualitative method. It produces descriptive data such as written words from the people and observed behavior. In this case the approach to collect data in the form of objects through observation, and use data relating to the failure of emergency drills on board with regard to Port State Control Inspection.
Based on this research, the authors found the cause of the failure of an emergency drills on board at the time of The Port State Control Inspection and also about actions to address the failure of an emergency drills at the time of The Port State Control Inspection so it can be concluded that the implementation of an emergency drills on board must comply with the provisions applicable to the corresponding SOLAS 1974 The Chapter III-Life Saving Appliances and Arrangements Part B Section I – Passanger Ships And Cargo Ships Regulation 19-Emmergency Training And Drills and also the consciousness of each ship’s crew against their respective task as well as the seriousness of the ship’s crew during emergency drills required for the attainment of absolute emergency drills which runs optimally on board at the time of The Port State Control Inspection so that ships avoid the deficiency and detention. By the presence of awareness of the responsibility of carrying out of the emergency drills the troubles in the failure of the emergency drills on board at the time of The Port State Control Inspection can be avoided so the implementation of the emergency drills run well and right.
