Cargo overflow is an event where cargoes are spilled out from the cargo tanks. Based on the argument, problems that can be concluded are about factors of the cargo overflow is happened and actions to overcome the event when loading Palm Oil Methyl Ester on MT. Tirtasari. In this research the author is using a descriptive-qualitative method. Decriptive method is a method used in a research towards problems as the facts. Data that be used is qualitative, accentuate to comprehension about problems on board based on the real condition.
In the research that author did, cargo oveflow happened when the Second officer on duty at 00.00-04.00 in cargotank 4S but the display of floating gauge is still not reach the topping order yet. This matter indicate that something is error to the display of floating gauge and making the cargo level that displayed by floating gauge is lower than the real level inside the cargotank. This error is not monitored by duty officer. Actions to overcome overflow that conducted is not appropiate to emergency response procedure and also there is no report the terminal, port authority, and other related parties. Eventhough the action is not appropiate and there is no report about the event, this action to overcome overflow was conducted as soon and fast without any pollution to marine environment.
In the last, the author conclude that the factor of cargo overflow is happened because of the floating gauge is error during loading and making the level of the cargo is not monitored as well. Then eventhough the action to overcome cargo overflow that conducted is not following emergency response procedure, but the cargo that spilled out can be finished without any dangerous of marine pollution. Sugestions from this research are preferably using UTI even there is floating gauge setted by and properly notice Master in emergency.
