Semarang Container Terminal is a very important role in the flow of goods
both imported and exported in the Central Java region. However, there are still many
containers that are too long stocked in the field, which can hamper the smooth flow
of goods. Therefore progressive tariffs are applied as an effort to reduce a stacking of
container at the Semarang Container Terminal.
This research is a descriptive qualitative research that aims to determine the
effectiveness of the implementation of progressive tariffs at the Semarang Container
Terminal. Data collection in this study uses the interview method with data analysis
techniques using data reduction analysis techniques, presentation, and conclusion
drawing / verification.
The results of this research indicate that the application of progressive tariffs
at the Semarang Container Terminal can affect the level of dwelling time by making
comparisons between the years before and after the implementation of progressive
tariffs. Some of the things that led to the implementation of progressive tariffs were
the still high level of dwelling time and the owner of the goods who postponed the
taking of his container because the stacking cost was lower than the stacking cost
outside the Semarang Container Terminal.
