Marine transport accidents can be caused by various factors namely
natural factors and human error factors (human error). IMO shows that 80% of
marine accidents are caused by human error and 20% natural and weather
factors. In 2015 the accident rate of container vessel at PT. Samudera Indonesia
Ship Management is high, there are six ships experiencing grounding due to the
weight of container loading exceeds the maximum capacity. In relation to the high
number of ship accidents worldwide, IMO / MSC approves the amendments to the
Verification Gross Mass (VGM) verification requirements. The implementation of
VGM was implemented in Indonesia so that the government issued the Regulation
of Director General of Sea Transportation Number HK.103 / 2/5 / DJPL-16.
Implementation of VGM at PT. Samudera Indonesia Ship Management applied
since July 1, 2016.
The method of this mini thesis is descriptive qualitative. The obtained
data has been done by observation, interview, and documentation. Based on the
results of research can be known how the level of ship accident at PT. Samudera
Indonesia after VGM applies. And knowing the truth of the purpose of the SOLAS
amendment regarding the implementation of VGM dated July 1, 2016. The chosen
location is Document and Insurance Management division and Ship Owner
Container Division of PT. Samudera Indonesia, and length of the research was 10
months since August 1st 2016 until June 2nd 2017.
Based on the result of research, it can be concluded that by executing
VGM verification can be reduce rate of crash ship at PT. Samudera Indonesia
Ship Management wich persentage ship crash 26% at 2015, 11.11% at 2016,
10.34% at 2017, dan 0% on January until May 2018. VGM Socialization is
important for improveemployee understanding. At the end of research autor
presents conclusions and suggestions.
