Bunker can be called filling or fuel additions so that without bunker, ships cannot making way. In its implementation, the bunker should be done in accordance with the procedures that have been made. The most important aspect of the operations bunker was a "list" which is a part of the Safety Management System (SMS) and the ISM, to eliminate the possibility of errors and omissions human error omissions. Research method that writer use in preparation of this thesis is qualitaf descriptive research method. In this case the author uses the SWOT method as a data analysis technique to analyze what factors affect the active role of a chief engineer during the bunker process to realize the safety on the ship and how to be a chief engineer who can do the bunker process so that the process runs safely and securely by identify strenghts, weaknesses, opportunities, and threats from the environment systematically to formulate the strategy that will be taken.

The conclusions of this research, the role of the chief engineer is to responsible for the ongoing bunker, as the supervisor of the crew or the suppliers, activity regulator and as someone to distribute bunker demand to the company through the approval of the captain.
