Depreciation is a frequent and continuous problem when the vessel finished loading and unloading operation. This problem is from between the ship and the shore, where the result showed calculation differences are over than tolerance limit given by Pertamina. With the calculation differences from the ship againts the shore, then this problem will inhibit the distribution of fuel oil to the region or depot Pertamina that exist. In the implementation of loading and unloading operation is very complex so the officer and rating must be able to carry out the loading and unloading operation very well so as to prevent the obstacles in the implementation of such activities. By doing a good supervision, the loading and unloading operation can run smoothly so as to prevent the depreciation of fuel oil which occurred frequently. The supervision itself should be accompanied by the improvements if there is deviation. The approach used in this paper is an qualitative approach, which the data were obtained by cadet during the sea project. The data collection techniques used are interview, observation, and literature review techniques. The result of this paper is the lack of supervision during the loading and unloading operation and the lack of standardization of loading and unloading equipments which specified by Pertamina. It happened because of the lack of knowledge of crew on board about loading and unloading operation. To minimize the depreciation of fuel oil, the captain has the responsibility to educate and improve all crew on board about loading, unloading, measurement and cargo calculation properly.In addition, Pertamina must standardize the measuring instruments which used on board to prevent the mistake during measurement and cargo calculation.
